Traffic diversion devices have been used on the road for many years to divert traffic or to regulate traffic flow. The new use of these devices at the road-railroad crossings is a safety measure. The research on the driving behavior of drivers at level crossing suggests that there is a necessary relationship between the device that violates the crossing warning and the collision. Preventing the risk of driving around a lowered fence will create a safe environment for level crossing. The U.S. Department of Transportation (DOT) Federal Railroad Administration (FRA) promotes the use of traffic-diverting devices and active alarm devices at eligible road-rail intersections. The traffic maneuvering device has proven to be safe and does not incur the expense of affecting car flow or increasing full barrier bar, such as when the crossing is closed. The middle fence complies with the provisions of the final Ordinance on the use of locomotive horns for road-railroad crossings and has also been shown to be an additional safety measure for the establishment of quiet zones. Many studies have been conducted on highway-railroad crossings where drivers are breaking the law. After traffic diversions are installed at these locations, the driver’s violation of regulations has been significantly reduced. The purpose of this study is to provide information on road-railroad crossings using traffic-diverting devices. It includes surveys of existing models, design considerations, quiet areas, and special environmental considerations, as well as the role of traffic guidance devices to improve the safety of road-rail intersections.
