根据马克思主义地租理论,我国不仅存在森林级差地租,还存在森林绝对地租。文章探讨了现阶段我国森林地租现状,指出我国的森林地租还存在的一些问题及由此引发的思考,得到几点结论:要进一步深化林权改革,明晰山林各项权属是建立合理规范的森林地租制度的基础;在林地产权明晰的前提下,进行充分的调查评估,制定科学合理的森林地租征收办法及其数额;地租为负值的林地不宜用于经营用材林,应列入非用材林林地资产范畴,如果用于经营用材林,则负地租为用材林生态社会效益补偿的最低限。
According to the Marxist theory of rent, not only the differential rent of forest exists, but also the absolute rent of forest. This paper discusses the current situation of forest land rent in our country and points out some problems existing in forest land rent in our country and the thinking from this. Some conclusions are obtained: To further deepen the reform of forest rights, to clarify the ownership of forest is to establish a reasonable and standardized Forest land rent system basis; under the premise of clear land property rights, conduct a full investigation and assessment, to develop scientific and reasonable methods of forest land levied and its amount; forest land with negative rent should not be used for timber management, should be included in non-timber forest The asset category, if used for timber plantation management, is the lowest compensation for the ecological social benefits of timber plantation.
