河南省灵宝县是以传统种植业为主的农业县,经济结构单一,工业基础薄弱,财源长期匮乏。1978年全县财政收入仅700万元。党的十一届三中全会以来,县委、县政府认真贯彻执行改革、开放、搞活的方针,锐意进取,勇于开拓,调动各个方面理财的积极性,多方筹集资金,发展生产,培植财源,蓄积后劲,财政收入连年大幅度增长。1988年财政收入已达2654.8万元,为1978年的3.79倍。与此同时,他们坚持“量入为出”的原则,1979——1988年十年间,年年做到了预算收支平衡,略有结余。
