信息化建设是创新财务服务模式的基石与重要途径,而学校的发展,资金来源的多元化,不同主体对财务服务模式提出更高的要求,反过来又进一步推进了信息化的建设。首先,本文回顾了高校财务信息化建设的三个阶段,总结信息化建设的意义所在,即是在最基本层面上优化了师生对财务服务的体验;深层次上,全面提升了高校财务管理水平,资金使用的效率,为分析决策提供支撑,促使学校财务管理从核算转变为关注筹资、运营及投资。其次,本文阐述了信息化建设与创新财务服务模式之间的关系,提出了“系统支撑”、“主题分析”、“决策支撑”三个信息平台建设思想的顶层设计。最后,本文提出了创新财务服务模式的具体设想,包括网上报账与学生事务中心相结合、部门预算与校内预算相结合、税收自动筹划等。
Information construction is the cornerstone and an important way to innovate the financial service mode. However, the development of schools and the diversification of funding sources lead to higher requirements on the financial service mode by different subjects, which in turn further promote the construction of informationization. First of all, this article reviews the three stages of college financial information construction, summarizes the significance of information construction, that is, at the most basic level to optimize the experience of teachers and students on financial services; deep, comprehensively enhance the college financial management Level, the efficiency of the use of funds, to provide support for analysis and decision-making, prompting the school financial management from accounting to focus on financing, operations and investment. Secondly, this paper elaborates the relationship between informatization construction and innovative financial service mode, and puts forward the top-level design of “information support system”, “theme analysis” and “decision support” three information platform construction ideas. Finally, this paper proposes the specific ideas of innovative financial service model, including the combination of online accounting and student affairs center, the combination of departmental budget and school budget, and automatic tax planning.
