党的十六大提出,坚持和完善公有制为主体、多种所有制经济共同发展的基本经济制度,毫不动摇地巩固和发展公有制经济,毫不动摇地鼓励、支持和引导非公有制经济发展。这“两个毫不动摇”, 进一步丰富和发展了社会主义初级阶段的所有制理论,是对人民群众改革探索的充分肯定。从改革开放以来浙江的实践看,大力发展包括个体私营、集体和国有民营等在内的民营经济,对充分调动人民群众和社会各方面的积极性,建立和完善社会主义市场经济体制,推动经济社会快速发展,提高城乡居民就业和生活水平,具有十分重要的作用。当前,牢固树立和认真落实科学发展观,积极贯彻中央宏观调控政策,很重要的一个方面,就是鼓励和引导民营经济加快体制、科技和管理创新,加快转变增长方式,不断营造新优势,努力实现新飞跃。
