在农村,受多种因素的影响,墙体广告的说服能力很强。本来没有危害的墙体广告随着农村消费转型存在诸多违法之处。农村消费者收入水平低,消费知识缺乏,消费习惯易于为不法企业利用,导致农村消费者成为消费者保护体系中的薄弱环节。我国《广告法》及其配套规定未能对规制农村墙体广告做出明确规定。广告执法施力不均使违法的农村墙体广告未能得到及时、有效的治理。应当对作坊广告和企业广告做出区分,配以不同的治理机制。应当完善农村墙体广告法律规定,加强农村地区的广告监管。
In rural areas, by a variety of factors, wall ads persuasive ability. There is no harm in the wall ads with the transformation of rural consumption there are many violations. Rural consumers have low income, lack of consumer knowledge, and consumption habits tend to be used by unscrupulous businesses, leading rural consumers to become the weakest link in the consumer protection system. China’s “Advertising Law” and its supporting regulations failed to regulate rural wall advertising to make clear provisions. Inadequate enforcement of advertising law enforcement so that illegal rural wall advertising failed to get timely and effective governance. The distinction between workshop ads and corporate advertisements should be made with different governance mechanisms. Laws and regulations on rural wall advertisements should be perfected to strengthen the supervision of advertisements in rural areas.
