随着社会主义市场经济体制的建立,中小企业在国民经济中的地位越来越重要,其地位也从原来的“补充地位”变为现在的“重要组成”。中小企业自身灵活多样,适应力强,主要存在和发展于劳动密集型产业,就业容量和就业弹性要明显高于大中型企业,因此在促进产业结构调整、增加财政收入、吸纳社会就业、缓解就业压力、推动经济和社会稳定发展等方面都发挥着十分重要的作用。然而中小企业的发展也存在一些不容忽视的问题,本文就延安中小企业发展存在的问题进行分析,并从产业集群角度提出解决问题的对策建议。
With the establishment of a socialist market economic system, the status of SMEs in the national economy has become more and more important. Its status has also changed from the original “supplementary status” to the current “important component”. SMEs are flexible and adaptable. They mainly exist and develop in labor-intensive industries. Their employment capacity and employment flexibility are obviously higher than those of large and medium-sized enterprises. Therefore, in promoting industrial restructuring, increasing fiscal revenue, absorbing social employment and alleviating employment Pressure, promote the economic and social stability and development and so on have played a very important role. However, there are some problems that should not be neglected in the development of SMEs. This paper analyzes the problems existing in the development of SMEs in Yan’an and puts forward countermeasures and suggestions for solving the problems from the perspective of industrial clusters.
