一、为保障国家财产不因意外災害而遭受損失,以及遭受意外伤害的旅客能够得到補償起見,决定對國家機关、國營企业和縣以上(城市則为區以上)合作社的财产,以及搭乘火车、輪船、飛機的旅客,實行强制保險。二、指定中國人民保險公司為办理强制保險的法定機關。中国人民保險公司除照章收費赔償外,应进行积极的防災措施,負责对投保單位经常進行防災设备的檢查与指导;各投保单位则须受此建議,积极改善其防災設備;並由中國人民保險公司提取保险费收入之一部,有重點的协助改善城市的公共消防設備;与交通上的公共安全设备。三、國家機关、国營企业及合作社因保险而支出的費用,准编入预算報銷,或列入成本計算。旅客意外傷害保險,即由鐵路、輪船、飛机的主管机关,負责代為投保。自本决定公佈後,所有应行保险的國家財產,如因未实行投保,致遭受災害無所取偿时,該主管部門負責人应受严格处分。四、各种保險條例及保險費率,由中國人民保險公司擬訂,經政務院財政经濟委員會核准后施行之。
