关闭多余监狱在很多国家忙于应对监狱拥挤不堪问题时,荷兰的情况却恰恰相反。因缺少囚犯,2009年关闭了8所监狱,2014年又有19座监狱关门。荷兰公共安全与司法大臣阿尔德·范德斯特尔称,关闭监狱主要出于两方面的考虑:一是近年来犯罪率持续下滑,过去8年里记录在案的犯罪事件减少了25%。二是重犯减少,而且法官在判决上更倾向于给一些短期的惩罚,罪犯在监狱里待的时间更短,增加了监狱的空置率。-
Closing Excess Prisons While many countries are busy coping with prison overcrowding, the situation in the Netherlands is just the opposite. Due to lack of prisoners, eight prisons were closed in 2009 and 19 prisons were closed in 2014. According to Alder van der Stadt, the Dutch Minister of Public Security and Justice, the closure of prisons stems mainly from two considerations: First, the crime rate has been declining in recent years, and the number of criminal cases recorded in the past eight years has been reduced by 25%. Second, fewer repeat offenders, and judges are more inclined to give some short sentences in their sentences. Prisoners spend less time in prison and increase the vacancy rate in prisons. -
