2013年中央“一号文件”明确规定:“改善农村金融服务,鼓励社会资本投向新农村建设”。但是,与正规金融相比,民间金融运行的环境更趋近于具有竞争的市场,契约自由在其中起到主导作用,制度建设往往跟不上民间金融在实践中的变化和发展。因而,通过对农村土地利用中民间金融的运行形式的观察,在农村的实际中观察民间金融的运行状况,可以发现一套有别于正规金融的治理逻辑,即:超越正规金融监管和发展逻辑,尊重市场机制在土地利用中对于民间金融的利用,并设置底线思维,控制其负面作用。
In 2013, the Central Government Document No. 1 clearly states: “Improve rural financial services and encourage social capital to invest in new rural construction.” However, compared with the formal finance, the environment of private finance operation is closer to the competitive market, and the freedom of contract plays a leading role in it. Institution construction often can not keep up with the change and development of non-government finance in practice. Therefore, by observing the operation forms of private finance in rural land use and observing the operation status of private finance in rural areas, we can find a set of governance logic that is different from the formal finance, that is, beyond the logic of formal financial regulation and development Respect the use of market finance for private finance in land use, set a bottom-line thinking and control its negative effects.
