我国是煤与瓦斯突出最严重的国家,目前我国对防突措施的研究主要集中于已投产矿井,而对建井初期的关注较少。在建井初期,矿井的井下供电、通风、抽放、监控系统均未完善,而前期工程又不得不为构建系统而揭露突出煤层,无数实践表明,石门揭煤最易发生煤与瓦斯突出,并且突出强度大,瓦斯突出量多,再加上建井初期井下人员分布集中,缺少避灾通道,安全设施不齐全等不利因素,如果一旦发生煤与瓦斯突出事故,将造成不可想象的后果,所以研究该阶段的突出防治具有重要的现实意义。
