按着党的十三届五中全会精神,对外承包企业要坚持改革开放,认真搞好治理整顿,积极地开拓国际承包、劳务市场,扩大业务范围。同时,在开拓中又要量力而行,不能急于求成。企业要加强管理,挖掘潜力,扎扎实实地开展“双增双节”运动,努力提高经济效益,为国家多做贡献。十年来,我国的对外承包工程和劳务合作业务从无到有、从小到大逐步发展壮大,取得了显著的成效。从1983年起,根据世界经济形势变化,我们采取了站住中东老市场,面向世界,多方位地开拓新市场的发展战略,相继开拓了非洲、东南亚,西欧、东欧及北美等一些新的承包工程市场。截至1988年底,我国已有各类对外承包公司86家,承包工程和劳务合作业务涉及五大洲118个国家和地区。累计合同额和营业额已分别达到103亿美元和58.9亿美元。开展的各项业务也从初期
