目前我国社区民众自治尚未实现真正意义上的自治,大部分的社区民众自治属于行政主导型模式。简单、粗暴的管治方式难以发挥社区民众自治的强大功能,与此同时,使得基层政府与民众的摩擦不断增多,甚至会引发剧烈的冲突。因此,建构基层政府管理与社区民众自治良性互动关系是实现基层群众自治与和谐社区的现实必要。 At present, the autonomy of community residents in our country has not yet achieved a true autonomy. Most of the community self-government belongs to the mode of executive-led administration. Simple and rude governance can hardly make full use of the powerful functions of community self-government. At the same time, the friction between the grassroral-level government and the public is constantly increasing and even drastic conflicts are caused. Therefore, it is a practical necessity to construct a benign and interactive relationship between grass-roots government management and community public self-governance to realize the grass-roots mass self-governance and harmonious community.
