国土资源管理工作包括多方面的内容,比如耕地保护、矿政管理、财务管理等,但财务管理又是国土管理中一项重要内容,它涉及到整个国土经济的运作。但就目前而言,我国国土资源财务管理只限于比较单纯的收支管理,缺乏必要的监管和控制,致使财务管理工作开展并不顺利,其中最为严重的问题就是内控管理效果不佳。该文主要通过对国土资源财务内控制度建设的不利因素的介绍,进而探讨其内控制度建设的措施,希望对合理利用国土资源有着积极的意义。
Land and resources management includes many aspects, such as the protection of cultivated land, mineral administration, financial management, etc. However, financial management is an important part of land and land management and involves the operation of the entire national economy. However, for the moment, the financial management of land and resources in our country is limited to the simple management of revenue and expenditure. The lack of necessary supervision and control has caused the financial management to go unheeded. The most serious problem is the poor internal control management. This article mainly introduces the unfavorable factors of the construction of financial internal control system of land and resources, then explores the measures of its internal control system construction, hoping to have a positive meaning for the rational utilization of land and resources.
