2006年8月,云南省委书记白恩培对玉溪市峨山县化念镇党宽村近年来围绕“干部受教育、农民得实惠、组织有加强、经济大发展”要求巩固“三学”成果,促进全村党组织建设和经济社会发展的做法给予了充分肯定,并作重要批示“:党宽村在短短的4年时间里,经济社会各个方面都有很大发展,这既体现了中央政策的英明正确,也说明了党宽村的基层组织是有凝聚力和战斗力的。希望党宽村的同志们坚决按照中央社会主义新农村建设5句话20个字的总体要求,继续努力,做出新的更大的成绩。”为何短短的4年时间里,一个边远的民族乡镇的经济社会各个方面都有很大发展?2007年10月30日,记者走进化念镇党宽村圣雄希望小学和党宽村委会,在了解了情况之后,深深为白恩培书记的党宽情结所感动。
