2000年12月22日人事部和原国家质量技术监督局联合颁布了《质量专业技术人员职业资格考试暂行规定》(以下简称《暂行规定》)和《质量专业技术人员职业资格考试实施办法》,并从2001年1月1日起开始施行。质量专业职业资格考试制度的实施适应了我国加入WTO,急需提高产品质量的客观需要。船舶行业是国防科工委主管的五大行业之一,面对我国武器装备研制高技术、高质量的要求,以及入世后扩大出口贸易的需要,质量是关键也是瓶颈。我们应寻求一条通过提高质量专业技术人员的业务素质和水平,进而提高产品质量的可行之路。因此在船舶行业推行质量专业职业资格考试制度势在必行。
On December 22, 2000, the Ministry of Personnel and the former State Bureau of Quality and Technical Supervision jointly promulgated the Interim Provisions on Professional Qualification Examination for Quality Professionals (hereinafter referred to as “Provisional Regulations”) and the Measures for the Implementation of the Qualification Examination for Quality Professionals, And from January 1, 2001 onwards. The implementation of the quality professional occupational qualification examination system has adapted to the objective needs of China’s accession to the WTO and the urgent need to improve product quality. The shipbuilding industry is one of the five major industries under the leadership of the State Commission of Science and Technology for National Defense. In response to the high-tech and high-quality requirements for the development of China’s weaponry and equipment as well as the need to expand export trade after China’s accession to the WTO, quality is the key and bottleneck. We should seek a feasible way to improve product quality by improving professional quality and level of professional and technical personnel. Therefore, it is imperative to promote the quality professional qualification examination system in the shipbuilding industry.
