In May 1938, Xiamen plunged into an adversary and an important part of Fujian’s maritime protection line was lost, after which the Japanese invaders continued to attack and fought fierce battles with the Fujian military and civilian forces over the sovereignty over the Minhai Sea. At the end of 1938, Japanese navy General Matsui arrived in Xiamen, calling on his Consul-General in Hong Kong, Feng Yuichi, former naval military officer in Fuzhou, and Su Heyan to Xiamen to plan a new round of operations. “Let the troops take the offensive in south China,” and block and harass Fujian’s coast. To this end, Zhaoan from the south and Fuding Island to the north are all within the scope of the Japanese artillery bombardment. In addition, a large number of Japanese planes bombed the island and posed a grave threat to Fujian.
