“扬州会议”以来,在全省各级教育、体育行政部门、基层学校和广大中小学体育教师的共同努力下,江苏省的中小学体育教学工作发生了很大的变化,取得了长足的进步。一、全面恢复与发展阶段(1978~1983)。“扬州会议”后,全省各级教育行政部门以贯彻执行1978年部颁中小学体育教学大纲为突破口,全面恢复被“文革”破坏了的学校体育工作。省、市(地区)、县层层举办大纲、教材学习班;各市、县陆续建立了中心体育教研站(组),制订了统一的体育教学进度、考核办法、内容和标准,建立了体育教学常规,并围绕着贯彻大纲开展评议课、教学基本功比赛、教学经验交流会等活动;部分有条件的学校在增加体育课时、实行男女分组教学、加强室内体育教学等方面进行了初
