国有企业要适应建立现代企业制度的要求,在激烈的市场竞争中生存发展,就必须建设一支高素质的经营管理者队伍。然而,当前国有企业经营管理者队伍建设的状况与现代企业制度的要求还很不适应,突出表现为管理体制不顺,选人用人机制不活,激励乏效,约束乏力,严重制约了企业的改革和发展。因此,必须按照建立现代企业制度的要求,坚持党管干部原则,改进企业经营管理者选拔、考核、管理、激励、约束方法,逐步形成优胜劣汰、奖惩分明、监督有力的用人机制,营造有利于优秀经营管理者脱颖而出、健康成长的环境。
