建立和实行文职人员管理制度是我军体制编制调整改革的重要内容,是军队干部人事制度改革的一项重要举措。在军队新的编制中,护士将以非现役文职人员为主体[1]。如何将他们培养成为医院的业务骨干,使其素质适应新时期军队医院发展的需要,是当前军队医院护理管理的工作重点之一。
Establishing and implementing a system of civilian personnel management is an important part of the readjustment and reform of our military’s system and an important measure for the reform of the personnel system of the military cadres. In the new military establishment, nurses will be mainly non-active civilian personnel [1]. How to train them to become the backbone of the hospital’s business, to adapt its quality to the needs of the development of military hospitals in the new era, is one of the focuses of the current nursing management of military hospitals.
