日本政府的宏观经济调控职能发挥得极为成功,其根本原因是干预的内容以及作用的方式相当独特。日本政府协助和激励企业运作,而不是替代本应由企业完成的职能。人们不能用中国计划经济体制下的计划概念来理解日本政府的经济计划。日本的经济计划没有任何强制性。在日本,现实的经济活动完全是由企业这个最灵活、最讲效率的微观主体控制的,而不是由政府计划操纵的。从计划的内容和方式看,日本政府制订的经济计划,是为了社会经济各界明确政府意向、预测经济前景、争取社会合作。
The fundamental reason why the Japanese government’s macroeconomic regulation and control function has been extremely successful has been the uniqueness of the content and role of the intervention. The Japanese government assists and encourages the operation of the business, not a substitute for what should be done by the business. People can not understand the Japanese government’s economic plan with the concept of a plan under China’s planned economy. Japan’s economic plan is not mandatory. In Japan, the real economic activity is entirely controlled by the most flexible and efficient micro-entity of the enterprise, rather than being controlled by the government. Judging from the contents and methods of the plan, the economic plan formulated by the Japanese government is intended to clarify the government’s intentions among all sectors of the social economy, forecast economic prospects and strive for social cooperation.
