韩国的《工会法》及《劳动关系调整法》将工会定义为“由劳动者作为主体,自愿团结组织的团体或联合体,其目的在于维持和改善工作条件,提高劳动者经济和社会地位。”有员工30人以上的企业有义务设立劳资委员会,其目的是通过劳资的参与和合作,追求增进劳动者的福利水平和企业的健康发展。如果有半数以上员工组成的工会,工会为劳资委员会中的主要劳动者委员会。截至2004年底,韩国有6017个工会,工会会员为153.7万人。
