随着国家支持创新创业发展的政策的逐步开展,政府创业投资引导基金在各地呈现爆发性的增长。为了研究政府设立引导基金后是否起到引导资金的政策效果即是否引导了社会资金进入创业投资企业,从而促进地区创新能力的提高。本文采用政策评价模型:固定效应模型、分位数回归,从省际面板的视角,分析了政府设立引导基金对区域创新能力的效应。实证结果表明,政府引导基金的设立对地区的创业投资情况及地区创新水平的提高具有显著的影响。
With the gradual implementation of the state’s policy of supporting the development of innovation and entrepreneurship, the government venture investment guide funds have shown explosive growth everywhere. In order to study whether the effect of the government’s policy of guiding funds after the establishment of a guiding fund is to guide the social capital into the venture capital investment enterprise and promote the improvement of regional innovation capability. In this paper, the policy evaluation model: fixed effect model, quantile regression, from the perspective of the provincial panel, analyzes the effect of the government set up guide funds on regional innovation ability. The empirical results show that the establishment of government guiding funds has a significant impact on the venture capital in the region and the improvement of the regional innovation level.
