城市规划是一个利益相关者的利益博弈和资源分配的过程,因此要超越单纯就空间论空间的思维模式,推动城市规划模式的转型。引入参与式治理理论,构建城市规划新型的协商合作模式,可以将公民参与提升到治理的高度。城市规划协商合作模式的核心是建立一种权力—权利的制衡机制,将政府主导和公民赋权有机结合起来,夯实政府合法性基础,推动有序有效的公民参与。
Urban planning is a stakeholder game of interests and the process of resource allocation. Therefore, it is necessary to go beyond the simple thinking mode of space theory space and promote the transformation of urban planning mode. The introduction of participatory governance theory and the construction of a new type of consultation and cooperation model for urban planning can elevate citizen participation to the level of governance. The core of urban planning consultation and cooperation mode is to establish a power-rights check-and-balance mechanism that organically combines government-led and citizen empowerment, consolidates the basis of government legitimacy and promotes the orderly and effective participation of citizens.
