高校法人治理结构改革被普遍认为是高等教育改革的一个可行举措,然而大多数研究主要集中在论证其必要性或法人治理方案设置上,缺乏对其具体改革过程的经验研究。本研究以中国南方某高校K大学的法人治理改革过程为案例,从政策执行视角出发,分析其政策目标、政策制定者、基层执行者,以及政策执行的环境。研究表明,政策目标的模糊、政策行动者之间信息沟通的“脱钩”和利益冲突、制度环境的不匹配而带来的“行政惯性”阻碍着K大学法人治理机构的改革进程。
The reform of the corporate governance structure in colleges and universities is generally regarded as a feasible measure for the reform of higher education. However, most of the researches focus on the necessity or the setup of corporate governance programs, and lack of empirical research on the specific reform process. This study takes the reform process of corporate governance at a university in southern China as a case study, and analyzes its policy objectives, policy makers, grassroots executives and the environment for policy implementation from the perspective of policy implementation. The research shows that the “administrative inertia” brought by the fuzzy policy objectives, the “decoupling” of information communication among policy actors, the conflict of interests and the mismatch of the institutional environment has hindered the reform process of corporate governance of K University .
