The rapid development of Japan’s post-war economy resulted in the destruction of the natural environment and the urban landscape. Later, especially in the recent economic downturn, the commercial streets of local cities have declined dramatically, and the shopping street in Otsu City, Shiga Prefecture has become the “closed street” without exception. In order to revitalize the shopping street economy and community development, local residents voluntarily established the “Otsumachi Miyazawa Concern Society” that protects traditional business houses and “Machiya”. Concern was expressed at the time when a machiya house faced the crisis of resale and demolition, which prompted the historical and cultural heritage protection group to purchase and retain it, and further repaired it with civil forces, and named the “Otsubo-cho Building”. With this as the center, they have extensively combined forces from all walks of life, including administration, business, education, and civil voluntary groups, and carried out a variety of community activities, which have yielded impressive results.
