党的十五届四中全会提出的国有企业改革发展的目标任务是,到2010年基本完成战略性调整和改组,形成比较完善的现代企业制度。据此,李荣融主任在国务院国资委于2007年1月5日召开的“中央企业负责人会议”工作报告中,郑重下达了中央企业第二个任期必须努力实现三个方面的目标任务。一是从现在起到2010年中央企业建立现代企业制度目标基本实现;二是从现在起到2009年中央企业布局结构调整的目标基本实现;三是中央企业核心竞争力明显增强。针对“两个实现,一个增强”的目标能否顺利实现等话题,记者重点采访了参加全国两会的部分“精英”们。
The goal and task of the reform and development of state-owned enterprises proposed by the Fourth Plenary Session of the 15th Central Committee of the Party is to basically complete the strategic readjustment and restructuring by 2010 and establish a relatively complete modern enterprise system. Accordingly, Director Li Rongrong solemnly promulgated in the working report of the State-owned Assets Supervision and Administration Commission of the State Council on January 5, 2007, a report on the meeting of directors in charge of central enterprises, that we must make every effort to achieve the objectives and tasks in three aspects during the second term of the central government. First, from now until 2010, the central enterprise has basically achieved its goal of establishing a modern enterprise system. Second, it has basically achieved the goal of adjusting the layout of central enterprises from now on. Third, the core competitiveness of central enterprises has been significantly enhanced. In response to the successful implementation of the goal of “two accomplishments and one enhancement”, the reporter interviewed some “elites” who participated in the two sessions of the country.
