通过改革开放,建立起科学化的管理体系,使我国的经济逐步走在世界经济发展的前列,加速实现四个现代化,这是全国人民的心愿,也是我们党的宏伟蓝图。 据外国专家评判,我国的社会主义经济是最有条件走向现代化大经济的轨道、并能创造最佳经济效益的。但是,由于我们的观念陈旧,思想禁锢,闭关自守,夜郎自大,不懂得掌握和运用信息。在用人问题上,机制不活,专家的聪明才智不能充分发挥,长官意志成为决策的依据。虽然时代变了,但经济观点仍停留在小商品生产的经济基础上;经营方法也基本上停留在四十年代以前粗放型为主的基础上。因而阻碍了我国经济的发展,影响了我国的四化进程。 现在我们必须更新观念,走出小商品经济的圈子,树立现代化大工业体系的观念,跨越式前进。瞄准当代最新科学技术,用科学的现代化管理手段,来管理经营我们的企业,以较少的投入,达到最高的产出,创造出最佳经济效益。这是我们改革、开放建立科学化管理体系的最终目的。
Through the reform and opening up and the establishment of a scientific management system, our economy has gradually taken the lead in world economic development and accelerated the realization of the four modernizations. This is the aspiration of the people throughout the country and the grand blueprint of our party. According to the judgment of foreign experts, China’s socialist economy is the most qualified track for a modernized large economy and can create the best economic results. However, because of our obsolete ideas, imprisonment of ideas, self-esteem, arrogance, we do not know how to master and use information. In the employment problem, the mechanism is not working, the experts’ ingenuity can not be fully utilized, and the will of the executive becomes the basis for decision-making. Although the times have changed, the economic point of view still rests on the economic basis of commodity production; the methods of operation basically remain on the basis of extensiveness before the 1940s. Thus impeding the development of our economy and affecting the progress of our four modernizations. Now we must update our concepts, get out of the circle of commodity economy, establish the concept of a modern large-scale industrial system and make leaps and bounds. Aiming at the latest modern science and technology, using modern scientific management tools to manage the operation of our business, with less investment, to achieve the highest output, to create the best value for money. This is the ultimate goal of our reform and opening up a scientific management system.
