近年来,浙江省城镇家庭住房自有率、人均住宅面积、住宅成套率等反映居住水平的指标均达到全国领先。然而与此同时,城镇住宅的价格也在水涨船高。形成了独特的“杭州现象”与“浙江现象”。房地产市场发展过程中一些不容忽视的问题日益凸显,如:城镇住房供应结构不尽合理,住房保障制度不够完善,住房运作机制不健全,有关政策不协调,中低收入家庭购房困难等,其不仅影响到住宅市场的稳定性和住宅产业的可持续性,而且将成为浙江加速城市化和现代化进程成功与否的关键。
