伴随着改革开放的不断发展,我国市场经济体制的逐步建立和完善,我国市政行业从业人员的工作和生存环境也在急剧的变化,行业职员的总体素质水平不高的情况有了些明显的改善,但与一些发达国家同行业和企业相比还存在不小的差距。我国市政行业人力资源结构不合理,普通员工较多,缺乏高素质的人才,再加上诸多因素造成的人才流失,使得市政行业人力资源的总体素质令人担忧。对于从计划经济体制下脱胎走向市场经济的市政行业,在摆脱了经济体制的羁绊后,可以根据外部环境的变化和自身的资源和条件选择适当的本行业内的人力资源开发与应用策略,有力的抓住机遇促进自身发展,并提出实施人才发展战略的人力资源规划方案,以解决人力资源战略实施中的关键问题。
