铁路大包干实行了三年多，成效如何？本文以具体数据作了肯定的回答；前景如何？或认为可包运营而不应包基建，或认为应继续实行投入产出大包干。本文同意后一种意见，在作了深入分析后，提出了四项深化改革的建议：（1）调整铁路运价；（2）给予铁路财政税收、信贷等优惠政策；（3）改革铁路投资管理体制；（4）实行铁路职工工资与物价指数挂钩。
