兵团党委召开这次全委(扩大)会议十分重要,主要任务是用江泽民同志“七一”重要讲话精神统一思想,统一行动,用“三个代表”的根本要求指导屯垦戍边伟大事业新的实践。会议开始时,陈德敏同志就如何贯彻落实江泽民同志“七一”重要讲话精神作了报告。我们贯彻江泽民同志“七一”重要讲话精神,最重要的是要抓住兵团那些带全局性、关键性、有重大影响和迫切需要解决的问题。去年,兵团党委四届八次全委(扩大)会议着重解决深化农牧团场改革问题。从那以后,兵团就腾出手来,十分关注国有工交建商企业深化改革问题,成立了兵团国有工交建商企业改革领导小组,并委托我和华士同志率团赴广东省、湖南省学习考察,组织班子起草了兵团国有工交建商企业改革和发展“1+8”系列文件,提交这次会议讨论修改。这次会议我们还专门邀请了湖南友谊阿波罗股份有限公司董事长、总裁胡子敬同志,深圳市国有企业改革和发展办公室主任贾和亭同志,
