政府向社会组织购买公共服务已成为广泛运用的公共服务供给机制,极大促进了我国政府职能转变和公民社会发展,但同时也存在着体制嵌入的问题。本文对关系嵌入、功能嵌入、结构嵌入和目标嵌入等四种嵌入方式的具体表现形式及其嵌入效应进行了分析,认为体制嵌入的结果是导致社会组织的公共性、独立性、志愿性和非政府性等组织特性缺失,进而导致公共服务供给水平下降。解决公共服务购买的体制嵌入问题需要构建制度化的信任机制,提供必需的制度环境;完善相关法律政策,确立制度化的保障机制;扩大公众参与,建立决策参与和社会监督机制。
The purchase of public services by the government from social organizations has become a widely used public service supply mechanism, which has greatly promoted the transformation of government functions and the development of civil society in China. However, there is also the problem of institutional embedding. This paper analyzes the concrete manifestation and embedding effect of four embedding ways: relation embedding, function embedding, structure embedding and object embedding, and concludes that the result of system embedding is the result of the publicity, independence, voluntaryity and non-consensual of social organization The lack of governmental and other organizational features led to a decline in the level of public service provision. To solve the system embedding problem of purchasing public services, we need to build an institutionalized trust mechanism and provide the necessary institutional environment; improve relevant laws and policies and establish an institutional guarantee mechanism; expand public participation and establish a decision-making participation and social monitoring mechanism.
