在1998年6月举行的议会选举中,捷克社会民主党一跃成为议会第一大党,作为“历史性社会民主党”赢得大选,在东欧尚属首次。1990年以后“民主派”的不断分化、私有化和市场改革所导致的贫富差距扩大、社会保障体系的崩溃,特别是1997年5月爆发的金融危机为社会民主党的崛起创造了历史契机。这个党适时地提出了“社会、生态的市场经济”的主张,以缩小贫富差距、反腐败、扩大福利开支、地方自治等为具体的政策目标颇得人心,经过1990、1992、1996和1998年四次选举,该党的地位稳步上升,影响不断扩大,最终成为捷克的执政党
In the parliamentary elections held in June 1998, the Czech Social Democratic Party became the largest party in the parliament and won the general election as a “historic social-democratic party,” which is the first time in Eastern Europe. After 1990, the continuous polarization of the “democrats”, privatization and market reforms have widened the gap between the rich and the poor. The collapse of the social security system, especially the financial crisis that broke out in May 1997, created historical opportunities for the rise of the Social Democrats. This party put forward the proposition of “social and ecological market economy” in a timely manner. The party favored the specific policy goal of narrowing the gap between the rich and the poor, fighting corruption, expanding welfare spending and local autonomy.
