农地制度变革是解决三农问由于多种因素的制约,出现了诸多思维误区,即使是土地承包法的颁布也没能解决农地承包权的债权属性,现行农地制度仍有较大缺陷,为此,从土地制度内外两方面进行变革已刻不容缓.
