总部《关于严格预算外经费管理的通知》下发后,预算外经费管理取得了一定成绩,但还存在一些不容忽视的问题。如预算外经费支出未纳入年度收支计划,消耗性开支大,收费标准政出多门,收款收据杂乱等。为此,应健全和完善预算外经费管理制度,强化约束机制;清理银行帐户,集中统一管理预算外资金;加强收款票据管理;调整预算外经费分配比例,改进收缴办法。

To this end, the management system of extrabudgetary funds should be perfected and strengthened, the restraint mechanism should be strengthened, the bank accounts should be cleaned up, the extrabudgetary funds should be centralized and unified, the receipt and payment management should be strengthened, the proportion of extra-budgetary funds allocated should be adjusted, and the collection methods should be improved.
