经常性思想工作和经常性管理工作是基层建设的重点和难点,《军队基层建设纲要》将此列入经常性主要工作专门提出要求。但从调查看,一些单位“两个经常性工作”落实不好,效益不高的问题比较突出,成为基层建设中最薄弱的环节。究其症结主要是: 1.重视不够,重点偏移。一些单位党委和机关对基层经常性教育管理的地位作用认识模糊,总感到是一个软指标、小事情,做多做少不要紧,早做晚做都一样,没有真正作为一个基础性的工作去抓。因而在工作指导上,偏重于大项工作,而放松了经常性
