今年是我省机场属地化管理的第一年,也是我省民用机场发展史上非常重要的一年。属地化后我省机场如何抓住机遇,克服困难,在航空安全、运输生产和经济效益方面有一个飞跃性的发展,一直是我们关注、思考和探索的重大课题。一、关于民用机场的产业属性与政府的产业政策问题(一)从各国机场的实际情况出发,科学界定机场的产业属性。1.各国机场实际情况现在世界各国的民航机场,特别是中小机场通常都是由政府管理,基本上属于事业单位。如:日本机场:除大阪关西机场和名古屋中部机场属政府参股的股份公司外,其余均为国家或地方政府管理,在建设和运营上都给予补助。
