Privately-owned book industry has in fact been an indispensable part of Chinese publishing industry. If it is killed, the whole publishing industry will be harmed. This historical trend can not be reversed. In the past ten years, the reason why China’s private book industry has been able to enter the fast lane of development has been stemming from the policies of boosting and struggling of the private operators as well as the continuous reform of the system. Chen Haiyan, chairman of Jiangsu Phoenix Publishing Group, is one of the most important advocates and practitioners.
