一是树立“事业兴衰关键在人”的观念,不拘一格选拔人才。抓紧培养和选拔优秀年轻干部造就千百万社会主义事业的可靠接班人,直接关系到党和国家的长治久安与盛衰兴亡,历来是我们党的一项重要战略任务。历史经验告诉我们,有一大批优秀年轻干部,是我们不断夺取胜利的可靠保证,是我们事业兴旺发达的深厚基础。必须看到,要在本世纪末初步建立起社会主义市场经济体制,到下世纪中叶实现“三步走”的战略目标,这一跨世纪的时代任务,必然就要有一大批优秀年轻干部担负起这一历史重任。因此,各级党政领导干部要树立“事业兴衰关键在人”的观念,不拘一格培养和选拔优秀年轻干
