自1998年7月份开始,山东国有和县以上集体企业下岗职工进入企业再就业服务中心至今已近三年。下岗职工在中心三年期满,由中心保障基本生活向失业保险并轨,如何妥善处理好下岗职工与企业的劳动关系是劳动保障部门亟待研究解决的问题。最近,笔者对经济欠发达的菏泽市的情况进行了调查,经研究分析认为,在经济欠发达、就业岗位少、企业普遍困难、下岗职工就业观念陈旧的地区,在推动下岗与失业并轨工作中,应以维护社会稳定为大前提,劳动关系的处理应从实际出发,因地制宜,依法有情,先易后难,循序渐进,做到不搞一刀切,不出问题,不留隐患,积极稳妥地实现平稳过渡。一、基本情况菏泽全市有国有和县以上集体职工23万人。企业下岗职工基本生活保障工作,从
