在构建和谐社会的背景下,国防预算决策理性的标准可概括为科学发展的规划理性、绩效统一的经济理性、以人为本的协商理性和与时俱进的相机理性。应从技术维度、价值维度和制度维度三个方面对其进行重塑:技术维度上,应借鉴先进的预算体系,构建国防预算决策的科学理性内核;价值维度上,完善立法监督程序,构建国防预算决策的公共理性框架;制度维度上,调整权力结构,为科学理性和公共理性的和谐发展提供制度基础。
Under the background of building a harmonious society, the criteria of rational defense budget decision-making can be summarized as the rationality of planning for scientific development, the economic rationality of uniform performance, the rational of people-oriented consultation, and the camera rationality of keeping pace with the times. We should reshape it from three aspects: technical dimension, value dimension and institutional dimension: on the technical dimension, we should draw on the advanced budget system to construct the scientific rationality core of the defense budget decision-making; in the value dimension, we should improve the legislative supervision procedure and build the national defense budget In the institutional dimension, adjusting the power structure provides the institutional basis for the harmonious development of scientific reason and public reason.
