根据《中华人民共和国安全生产法》和国务院颁发的《危险化学品安全管理条例》,为加强我省危险化学品安全管理,规范危险化学品生产经营秩序,特提出如下意见:一、生产和储存危险化学品的单位、使用剧毒化学品和使用其他危险化学品数量构成重大危险源的单位,应按照国家安全生产监督管理局公布的《危险化学品名录》,在2003年12月31日前到省化学品登记办公室办理危险化学品登记手续。二、拟在省工商行政管理局办理登记注册手续的新建危险化学品生产、储存单位,先在省工商行政管理局办理企业名称预先核准手续,取得《企业名称预先核准通知书》后,到省安全生产监督管理局办理危险化学品批准证书,再到省工商行政管理局办理工商登记手续;拟在市(州)、县(市、区)工商行政管理局办理登记注册手续的新建危险化学品生产、储存单位,先在市(州)、县(市、区)工商行政管理局办理企业名称预先核准手续,取得《企业名称预先核准通知书》后,到市、州安全生产综合监督管理部门办理危险化学品批准证书,再到市(州)、县(市、区)工商行政管理局办理工商登记手续。
According to the “Law of the People’s Republic of China on Safe Production” and the “Regulations on Safety Management of Hazardous Chemicals” issued by the State Council, we hereby put forward the following opinions in order to strengthen the safety management of hazardous chemicals in our province and regulate the production and operation of dangerous chemicals: 1. Production and Storage Dangerous chemicals units, the use of highly toxic chemicals and the use of other dangerous chemicals constitute a significant source of dangerous units, should be in accordance with the State Administration of Work Safety released “List of dangerous chemicals” by December 31, 2003 Provincial Chemical Registration Office for dangerous chemicals registration. Second, it is proposed to establish a new dangerous chemicals production and storage unit for registration formalities at the Provincial Administration for Industry and Commerce, to go through the procedures of pre-approval of the name of the enterprise first at the Provincial Administration for Industry and Commerce and obtain the Notice of Pre-approval of Enterprise Name, Safety Production Supervision and Management Authority for dangerous chemicals approval certificate, and then to the Provincial Administration for Industry and Commerce for business registration procedures; to be in the city (state), county (city, district) Administration for Industry and Registration for the registration of new dangerous chemicals Production and storage units, first in the city (state), county (city, district) Administration for Industry and Commerce for enterprise name pre-approval procedures, obtained “pre-approval of enterprise name”, to the city, state comprehensive production safety supervision department For dangerous chemicals approval certificate, and then to the city (state), county (city, district) Administration for Industry and Commerce for business registration procedures.
