针对我国科技查新服务和发展现状,剖析了区域性查新站之间帮扶的现实需要,从我国查新事业的整体发展、查新供求平衡、用户均衡受益、提高查新整体水平、整合查新资源等方面,深刻认识当前建立健全查新帮扶机制的必要性。从地理优势、信息资源、网络设施、政策优势、人才优势、合作基础方面,探讨区域查新站之间建立帮扶机制的可行性。在此基础上,建立有效的查新管理、业务审核、专家咨询、人员培训、资源支持的科技查新帮扶机制。并从树立帮扶观念、政府支持、监督约束、利益分配、考核激励等方面,提供查新帮扶长效机制的保障措施,实现区域查新资源的优化和高效配置、查新机构与用户之间的供求平衡,提高整体运行效率、查新人员整体水平以及查新报告质量,推动科技查新事业持续、均衡发展。
