转变政府职能,建设服务型政府是我国社会转型期一项重要时政要求。十一届三中全会以来,我国共进行了五次规模较大的政府机构改革,但政府职能不到位的问题仍未得到彻底解决。针对这一矛盾及其深层次原因进行分析,希望对政府职能转变缺位问题的解决起到理论上的促进作用。 Transforming government functions and building a service-oriented government are important political requirements during the social transformation of our country. Since the Third Plenary Session of the 11th Central Committee of the CPC, China has conducted five large-scale reforms of government agencies. However, the issue of not having the proper government functions has yet to be completely solved. In view of this contradiction and its deep-seated reasons, I hope to play a theoretical role in promoting the solution of the absence of government functions.
