从家庭联产承包经营制度、农村最低生活保障制度……到实行官邸制、放开二胎政策等政策背后均有智库的身影。在中国政府的许多重大政策决定中,中国特色新型智库发挥着越来越大的作用。2013年4月,习近平主席对建设中国特色智库作出重要批示,把智库发展提高到了国家战略高度,并提出要建设“中国特色新型智库”。而《中共中央关于全面深化改革若干重大问题的决定》(以下简称《决定》)明确提出“加强中国特色新型智库建设,建立健全决策咨询制度”。中国特色新型智库将进入快速发展阶段。

Among the many major policy decisions of the Chinese government, new think tanks with Chinese characteristics are playing an increasingly important role. In April 2013, President Xi Jinping made important instructions on the construction of a think tank with Chinese characteristics, raised the development of a think tank to a national strategic level, and proposed to build a “new type of think tank with Chinese characteristics.” The “Decision of the CPC Central Committee and the Central Government on Several Important Issues concerning the Overall Deepening of Reform” (hereinafter referred to as “the Decision”) clearly states that “strengthening the building of a new type of think tank with Chinese characteristics and establishing a sound policy advice and consultation system”. A new type of think tank with Chinese characteristics will enter a phase of rapid development.
