农村公共文化服务体系中处于基础地位的民间文化组织既可以成为政府公共文化服务职能的有效载体,又可以发挥植根乡村社会的优势,引导广大群众树立文明健康的生活方式。基层文化组织的发展过程主要表现为自组织的过程,社会关系网络、政府组织及市场机制等外在因素也对S剧团的发展发挥了重要影响。而政府的作用主要体现为培植与整合的过程,在发挥市场机制作用的基础上,规范民间文化组织与政府文化部门之间、民间文化组织内部及其相互之间的关系,致力于形成一个高效的“服务型”政府与一个生机勃勃的农村基层文化市场并存的双赢局面。
The non-governmental cultural organizations in the rural public cultural service system, which have the basic status, can not only serve as an effective carrier of the government’s public cultural service functions, but also give full play to the advantages of rooting rural communities and lead the masses to establish civilized and healthy lifestyles. On the basis of giving play to the role of market mechanism, the government regulates the relations among the civil culture organizations and the government departments of culture, the civil culture organizations and their mutual relations, and is committed to forming an efficient Win-win situation of a “service-oriented” government and a vibrant rural grassroots cultural market.
