当前,国有建筑企业基本完成了公司制改造,为提高企业竞争力,较大型建筑企业都相继组建了建筑企业集团。一些较早组建的建筑企业集团,已探索建立了较完善的管理体制,积累了一些管理企业集团的经验,但是,对大多数组建不久的建筑企业集团而言,如何构建集团管理体制,理顺集团内部管理关系,却仍在试验、借鉴和探索之中,甚至对新旧制度的更替还存在许多困惑,尚有待在实践中不断探索和完善。
