我国医疗保险的“总额控制”概念与国际上普遍使用的总额预算(Global Budget)基本相同。从国际上看,总额预算有两层含义:一层为地区总额预算。即对一个地区的医保基金总支出实行预算控制。另一层为医疗机构总额预算。也就是将地区总额预算具体分解到每家医疗机构。在医疗费用快速增长的大环境下,第一层含义的总额预算成为各国普遍采用的控制医疗费用的重要手段,
The concept of “total amount control” of medical insurance in China is basically the same as the widely used global budget in the world. Internationally, the total budget has two meanings: the first floor is the total regional budget. That is, the total expenditure of Medicare funds in a region is controlled by budget. The other layer is the total budget of medical institutions. That is, the total regional budget will be broken down to each medical institution. Under the environment of rapid growth of medical expenses, the total budget of the first meaning has become an important means of controlling medical expenses that is widely used in various countries.
