纵观中国历朝历代，老百姓都素怀一种深厚的清官情结。对清官期望之，颂扬之，树碑立传，顶礼膜拜。从史书到文艺作品莫不如此。清官者，能执法为公，执政为民者也。而遗憾的是偏偏人愿难遂，似乎历代清官非常寥寥。家喻户晓者除包公而外实在屈指可数。
